What it is
NEW STARS is the story mode, set in the manga's World Youth arc and supervised by original creator Yoichi Takahashi. You are not Tsubasa. You create a player, start at Sao Paulo Youth in Brazil alongside Tsubasa, and play through to the World Youth Championship with him.
It sits alongside a second story mode, "LEGENDARY/ADVANCED", which runs original storylines that are not in the manga, also under Takahashi's supervision.
One detail almost nobody has picked up: the created player can be switched to goalkeeper, and swapping his moves is what changes the position he plays. So the move index is not just a striker's concern.
The bit that matters

Your move set comes from people. Not a shop, not a level-up menu, not a loot table. If you want a specific signature move, the implication is you need the relationship with the specific character who owns it.
That is the whole reason this site exists.
